Abstract/Resumen: This dissertation investigates how photovoltaic solar energy generated in family farming
establishments contributes to sustainable rural development in the municipality of São Paulo
das Missões/RS, considering the role of federal public policies, the types of systems installed
(on-grid and off-grid), and the opportunities and challenges for its local implementation. The
study is justified by the growing demand for sustainable and integrated solutions for rural areas,
aligned with UN/SDG 7, with photovoltaic solar energy emerging as an innovative and
promising alternative. The research is also justified by its contribution to theoretical and
practical advancement, as it explores a subject still underdeveloped in national academic
production, with emphasis on the socioeconomic reality of São Paulo das Missões/RS and the
researcher’s role as a local agent of transformation. The empirical research was based on the
concept of rural development and the social, environmental, and economic dimensions through
the “sustainability tripod” model. It was conducted at the descriptive level and used field
research as its strategy. Research participants included family farmers who implemented
photovoltaic systems and those who did not. Data was collected through questionnaires and
documentary research, and analyzed using content analysis with a qualitative approach. The
results indicate that the expansion of distributed electricity generation via photovoltaic systems
contributes, in most of the establishments analyzed, to boosting rural production, providing
greater energy availability for the development and expansion of productive processes,
reducing electricity costs, improving the quality of life of rural families, valuing the territory
and its local production networks, and encouraging the adoption of environmentally responsible
practices. However, its adoption still presents some challenges and frustrations, classified in the
study as limitations, losses, and causes of regret. It is concluded that photovoltaic solar energy
represents a strategic alternative to integrate technological innovation into the sustainable
practices of family farming, expanding the possibilities for rural development with social justice
and environmental preservation.

Abstract/Resumen: Although we live in a world of opulence, the economic sphere, conditioned by inequality and extreme poverty, has reached proportions so significant and so normalized that they have become part of the prevailing rhetoric. We exist in a dynamic where a minority benefits from abundance while the majority faces the harsh restrictions of scarce resources. This disparity not only permeates our social structures but also deeply influences our collective perceptions of justice and equality. The contemporary public debate, increasingly shaped by radicalized versions of economic liberalism or neoliberalism, seems to naturalize inequalities as inevitable expressions of individual differences. To this end, it often relies on highly selective interpretations of liberal theory, suggesting that such a theory provides the political-philosophical foundations for justifying inequality and, consequently, for the non-intervention of the State to address it. Liberalism is a political theory focused on understanding how a just and stable society can exist, where free and equal citizens can, through an overlapping consensus (a common agreement), agree and disagree without harm, living cooperatively despite their numerous differences. In light of this
debate, this study aims to discuss the foundations of political liberalism and its relationship with the debate on inclusion. We seek to present an analysis of the possible intersections between the principles of political liberalism and some central elements of the inclusion debate. The research focuses on investigating how the concept of inclusion, as a prerequisite for expanding freedom, can be reinforced by the philosophical foundations of political liberalism. The central question involves understanding how the concept of inclusion understood as the universalization of conditions for the full exercise of freedom can be examined in light of the philosophical foundations of liberalism and the contributions of John Rawls and Amartya Sen. This study aims to explore, based on some fundamental assumptions, the importance of equality of conditions in the current debate on inclusion, particularly analyzing the ideas of justice, equity, and the capabilities approach. The methodology is qualitative, employing bibliographic research, hermeneutics, and critical analysis. The chapters of this dissertation emphasize the need for more effective actions in the face of persistent challenges, highlighting the urgency of ensuring substantial freedom in a world marked by deprivation, scarcity, and oppression. From this perspective, inclusion would theoretically be treated as the operationalization of equality of conditions central element for the full exercise of freedom within the framework of classical liberalism.

Abstract/Resumen: This dissertation is the result of empirical research carried out in Vitória das Missões-RS, at the Escola Municipal de Ensino Fundamental (EMEF) Roque Gonzales, located in Esquina Redin, rural area. The central problem of the dissertation is the school's constant struggle to remain helpful and adjusted to local realities, while facing obstacles related to teacher training, integration with the community and the structural aspects typical of a rural school. We sought to analyze the relationships between EMEF Roque Gonzales and the Esquina Redin community, aiming to understand the challenges that a rural school faces when dialoguing with local culture and demands. The set of research procedures constitutes a historical-organizational case study, aiming to understand the self-organization of this school in its past and present relationships with the community. The qualitative methodology used involved interviews with the Municipal Secretary of Education of Vitória das Missões and the Director of EMEF Roque Gonzales, in addition to questionnaires administered to teachers. The dissertation also records the voices of mothers and fathers, heard in a focus group by the researcher. The interpretation
of these voices was made in light of national, state and municipal legislation on the curricular organization of rural schools, and the pedagogical project of EMEF Roque Gonzales. Discursive Textual Analysis was used to interpret the data produced. The theoretical-practical production on Rural Education and the concepts of Human Development and respective capabilities, according to A. Sen (2000) and M. Nussbaum (2015), served as the theoretical basis for the research. The results showed that collaboration between the school and the community is essential in order to train rural children and adolescents to exercise citizenship, strengthen local identity and increase family participation in school activities. Furthermore, the need for ongoing training for teachers was identified, aiming to better meet the cultural specificities of the peasant community. These findings can contribute to improving relations
between the school and the community, in addition to exploring theoretical-practical possibilities to face the challenges of rural schools.

Abstract/Resumen: Tourism is a tool for valuing communities, however if it is not carried out consciously, it can prejudice the environment, as well as harm the permanence of future generations. In this aspect, sustainable development presents itself as a viable alternative, it is necessary to understand the rationalities that guide the social action of individuals, and that directly influence the performance of organizations that operate in this environment. Therefore, the general objective of this paper is to understand the relationship between tourism and sustainable development, from the expression of the rationalities of the actors in the tourist route of Trilha dos Santos Mártires das Missões/RS (TSMM), in the period from 2001 to 2021. Firstly, the contextualization of the TSMM is carried out from its historical, religious and ecological principles, seeking to understand the participation of its actors, identifying the characteristics
of instrumental and substantive rationalities, and also the specificities of the Trail that bring it closer to a sustainable tourist product and, finally, to establish relationships between the rationalities expressed by the actors of the Trail as a tourist route, and the dimensions of sustainability. The methodological approach of the research was phenomenological, classified as qualitative and descriptive. The data collection occurred through document analysis, interviews with 21 (twenty-one) TSMM participants, who were distributed into 10 interest groups, and also a participant observation, carried out during the 20th and 21st edition of the Trail that took place in November 2021. The present study made use of the triangulation of sources of evidence, to understand the facts analyzed and to support the analysis of qualitative data Atlas TI9 software was used. It was from the interviewed manifestation that the presence of instrumental and substantive rationalities was identified in the eleven organizational processes observed. It identified the predominance of substantive rationality, common in third sector organizations, above all there were instrumental manifestations in several rubrics, which corroborates the notion of coexistence of both rationalities. The understanding of development takes place in this study, from the correlation between the manifestations of identified rationalities, with five dimensions of sustainability: environmental, social, territorial, economic, and political, anchored in Sachs (2004). From this, it was possible to present the potential of TSMM as a tourist route, making the relationship between tourism and sustainable development.
