Abstract: This work aimed to understand the higher education evaluation system in Brazil, with an emphasis on the recognition process of the Public Administration program at the Federal University of Fronteira Sul (UFFS), Realeza-PR campus. The main objective was to understand the evaluation policies of the Ministry of Education (MEC), especially the National Higher Education Evaluation System (SINAES), and how it influences the recognition and quality of the program. The text was developed using a qualitative research approach, through basic bibliographic consultation and a case study analysis of the recognition process of the UFFS Public Administration program. Institutional documents were analyzed, such as the Pedagogical Project of the Course (PPC), the Institutional Development Plan (PDI), the Evaluation Instrument for On-site Undergraduate Courses, as well as Law No. 10.861/2004, which established SINAES, and Decree No. 9.235/2017. The results indicate how significant the evaluation process is for institutional operations and academic management of courses. It is concluded that the Public Administration program, through this evaluation, reinforces its commitment to training public managers who are prepared to develop new public policies.

Abstract: This monograph consists of a theoretical approach to interorganizational relations and cooperation, firstly, providing a conceptual basis for these terms, but also seeking to highlight the importance, need and interest of the institutions involved. In addition, it points out some difficulties to be faced when it comes to educational management and technical cooperation agreements. It also points out possibilities and impotences of cooperation, bringing to the model closest to us, which is the Cooperation Agreement between UFFS – Realeza Campus and IFPR – Capanema Campus and the emergence of its need. The research was articulated around interorganizational cooperation agreements, especially between public entities. In addition, the work presents an analysis of the current situation, with a brief political and social history of the events that culminated in the creation of UFFS – Realeza Campus. Subsequently, an analysis of scenarios, actors and events that resulted in the creation of the Public Administration Course at the Realeza Campus and the need to sign the Technical&#xD;
Cooperation Agreement between UFFS – Realeza Campus and IFPR – Capanema Campus. This highlights the importance and role of public universities in social transformation, especially in inland regions. Finally, the study reviews the difficulties and challenges in implementing cooperation agreements at a macro level, addressing the aforementioned Cooperation Agreement in more detail, pointing out possible solutions to untangle and make effective the fulfillment of the goals established in the technical cooperation agreement.

Abstract: This undergraduate thesis analyzed the implementation process of the Municipal Council for Women’s Rights in the municipality of Realeza-PR, Brazil, and its contribution to strengthening local gender public policies. Situated within the Applied Social Sciences field, with an emphasis on Public Administration, the research employed a qualitative case study approach, based on bibliographic review, documentary analysis, and institutional records. The study was structured in three chapters: (1) socio-economic and cultural context of the municipality and an overview of gender public policies in Brazil; (2) analysis of the Council’s implementation process, including stages, community involvement, and strategies to overcome challenges; and (3) assessment of the Council’s impact on gender public policies, identifying achievements and limitations. The hypotheses posited that local conservative factors, institutional weaknesses, and cultural resistance influence implementation, with social mobilization and institutional articulation being crucial for the Council’s success. Results show that the Council originated from local initiative with a balanced composition between public authorities and civil society, promoting plural representation. However, institutional fragilities such as the absence of internal regulations, irregular meetings, and limited transparency affect the Council’s legitimacy. Council members’ participation is hindered by inconvenient meeting schedules, despite efforts to enhance social engagement through awareness campaigns and the organization of the first municipal conference. The creation of the Municipal Women’s Rights Fund enabled financial resources for emergency actions, but a lack of partnerships limits policy reach. The proposal to establish a Municipal Women’s Secretariat demonstrates a move toward greater structuring and professionalization of gender policies. The final considerations highlight that the Council’s implementation in Realeza-PR is an ongoing process marked by historical, cultural, and institutional challenges, yet characterized by significant mobilization and innovation efforts.&#xD;
The effectiveness of local gender policies depends on strengthening support networks, expanding social participation, and formalizing strategic partnerships, emphasizing the Council’s essential role in promoting gender equity and women’s rights at the municipal level.
