O lugar das línguas na política linguística da Universidade Federal da Fronteira Sul: uma análise entre o planejamento linguístico e as ações implementadas no Campus Chapecó/SC

Abstract

Linguistic policy is the device responsible for actions on the languages of a speaking community, and can be created by the higher education institution with a view to valuing its linguistic reality. In 2018, the Universidade Federal da Fronteira Sul (UFFS), instituted its linguistic policy, contemplating the multilingualism of the region of its scope. As an effect of the above, our research aims to critically analyze the document that approves this linguistic policy, Resolution No. 11/CONSUNI/UFFS/2018 (UFFS, 2018), verifying the place reserved for the different languages. In order to achieve this, we used the Resolution (UFFS, 2018) as the object of study, aiming to look at the linguistic policy, in a descriptive-analytical perspective, focusing on the actions carried out on the campus in Chapecó/SC. After the access to the document, we began the methodological path, observing the languages included in the linguistic planning, as well as the purpose for the academic community. The research methodology is characterized as qualitative, bibliographic and documentary, according to Paiva's prepositions (2019). In epistemological terms, we begin by approaching the theories that discuss the most different definitions of language, characterized by the identity heterogeneity of the subjects in the development of their speaking languages, and, under Calvet's view (2007), we theorize linguistic policy, understanding it as an important mechanism of planning actions on languages. Using these theoretical-analytical precepts, we analyzed the Resolution (UFFS, 2018) that approves the university's linguistic policy, and found that the research problem is under the premise that language teaching does not have the emphasis advocated in the legislation in its offering. In the context, we hypothesized that UFFS' institutional actions, which enable language learning work, are still very incipient in the implementation of linguistic policy, justified by the short period of time since its creation. Considering the demand for expansion of UFFS nationally and internationally, a relevant factor regarding institutional ascension, we believe that, as soon as the university carries out actions that implement its language policy in its entirety, it will be possible to support the different languages it names. Thus, we believe that our research contributes to the discussion of the importance of teaching different languages in the university context, opening a channel to the debate of this role at the national level. Thus, we emphasize the relevance of languages and stress the need for greater effectiveness of linguistic policy in the inclusion of these languages, according to resolution No. 11/CONSUNI/UFFS/2018 (UFFS, 2018).
