| Resume: | O presente trabalho tem por objetivo analisar o Programa Bolsa Família em uma perspectiva de gênero e cidadania, com ênfase nos impactos locais do programa. O programa tem por objetivo promover a superação da pobreza e da condição de vulnerabilidade social. Não é uma condição obrigatória que a mulher seja a titular do cartão que dá direito a receber o benefício, porém, atualmente, as mulheres representam cerca de 93% da titularidade do cartão. Dado este trabalhado pelo Governo Federal como propulsor da autonomia e empoderamento da mulher beneficiária. O Programa Bolsa Família, além de uma política pública de distribuição de renda, na tentativa da diminuição da desigualdade social, também interliga acesso a outros direitos básicos como saúde, educação e assistência social, inclusive como condicionalidades para se manter no programa. Desta forma, analisaremos os dados nacionais e locais desta política pública e social, e a forma que o programa está contribuindo efetivamente e tornando as mulheres beneficiárias autônomas e empoderadas, conscientes de seus direitos e, consequentemente, incentivando ao direito básico, o exercício da cidadania. |
| Abstract: | This study aims to analyze Bolsa Familia Program in a perspective of gender and citizenship, with emphasis on local impacts of the program. The program aims to promote the elimination of poverty and the condition of social vulnerability. It is not a mandatory condition that the woman is the holder of the card that entitles you to receive the benefit, but today nationally women account for about 93% of the ownership of the card. This data was worked by the federal government as a driver of autonomy and empowerment of the beneficiary woman. Bolsa Família Program, as well as a public policy of income distribution, trying the reduction of social inequality also interconnects access to other basic rights such as health, education and social assistance, including as conditionalities to stay in the program. In this way, we will analyze the national and local data of the public and social policy, and the way that the program is contributing effectively and becoming autonomous and empowered women beneficiaries, aware of their rights and consequently encouraging the basic law, the exercise of citizenship. |
