A violação dos direitos humanos na visão dos atingidos na usina hidrelétrica São Roque

Abstract

This paper aims to study the violation of human rights taking into consideration the feelings and impressions of the riverside population affected by the São Roque Hydroelectric Power Plant, under construction on the Canoas River, between the municipalities of Vargem and Sao José do Cerrito (in Santa Catarina, Brazil). To carry out this study we used bibliographic sources initially contextualizing the justifications used in the construction of dams for the production of electricity from the beginning of its use in the country, until the present time in which energy is understood in the relations of capitalist production as a mere commodity. Following the analysis of the reflexes of the construction of dams in the Uruguay River Basin, a situation that favors the organization of the Movement of the Affected by Dams – MAB, in the struggle of resistance, for the rights of the affected denouncing the violation of Human Rights. The paper also sought to reflect on Human Rights and their relationship with the population affected by the dam, discussing how the violation of these rights happens in the context of dam constructions. It also demonstrates how the fight in defense of human rights by the militants in the movement of the affected is developed. In sequence, there is a report on the region where the São Roque Dam is located, as well as the trajectory of the construction itself and its implications on the lives of those affected. Finally, the analysis of the data obtained from those affected by this dam, through on-site survey conducted on the day of occupation of the dam. Ten semi-structured interviews were conducted with those affected. The analysis shows that there were violation of rights and human rights of those affected by the construction of the São Roque Dam, which were visible in various situations described by the interviewees and confirmed from the comparison with the theoretical framework.
