Título: Assédio moral no setor público: um estudo com mulheres que atuam em Chapecó/SC

Resumo: Com o passar dos anos e pela contribuição do movimento de mulheres e feministas as mulheres estão cada vez mais presentes no mercado de trabalho. Entretanto, no Brasil ainda há traços patriarcais na sociedade. Devido a isso, elas podem deparar-se com obstáculos nos ambientes organizacionais. Contudo, cada tipo de organização possui características específicas, sendo que, as organizações públicas são conhecidas pela burocracia, supervalorização das relações de poder e hierárquicas. Assim, violências como o assédio moral podem ocorrer com as mulheres nesse ambiente, que ocorre de forma intencional e repetida podendo causar danos físicos psicológicos. Diante do exposto, o objetivo geral desta pesquisa foi analisar a ocorrência de assédio moral no ambiente organizacional com as mulheres que atuam no setor público em Chapecó/Santa Catarina. A metodologia estruturouse em duas fases da pesquisa: a primeira, se refere à pesquisa quantitativa e a segunda à pesquisa qualitativa, classificando-se como uma pesquisa aplicada e descritiva, os métodos de pesquisa foram de campo e bibliográfica. Na primeira fase a coleta de dados ocorreu com aplicação de questionário via Google Docs, com a obtenção de 100 respostas. Na segunda fase foram realizadas entrevistas semiestruturadas com três mulheres, uma de cada esfera do setor público. Os dados obtidos na primeira fase do estudo foram analisados por abordagem quantitativa e os coletados na segunda fase foram analisados pelo método de análise de conteúdo. Constatou-se que das 100 mulheres respondentes, 59% delas e as três entrevistadas são ou já foram vítimas de assédio moral. A Escala de Percepção de Assédio Moral no Trabalho, indicou que ele é pouco frequente, a média obtida enquadra-se nas frequências “menos de 1 vez ao mês” e “ao menos 1 vez ao mês”. Das que são ou já foram vítimas, 91,5% acreditam que o assédio moral no setor público é comum. Em 66,1% dos casos os agressores são “chefias/superiores”, em 59,3% é praticado por homens. A Escala de Impacto Afetivo demonstrou que existe impacto afetivo médio e 84,7% declararam já terem tido problemas de saúde. Em relação a desigualdade de gênero, 74% da totalidade de respondentes (100) afirmaram que já vivenciaram situações negativas no setor público por ser mulher. Das mulheres vítimas 91,5% afirmaram que a desigualdade de gênero é comum nas organizações públicas. Ademais, 81,4% delas acredita possuir as mesmas condições de trabalho que os colegas do gênero masculino, sobre as condições de educação em relação ao gênero masculino, 91,5% acredita possuir as mesmas condições. Todavia, 50,8% acredita não possuir as mesmas condições de crescimento profissional que seus colegas do gênero masculino. Para 94,9% das vítimas é importante que as organizações públicas adotem práticas para combater a desigualdade de gênero e o assédio moral. No entanto, 67,8% delas afirmou que não identifica nenhuma ação na organização em que atuam. Por fim, as vítimas sugeriram práticas que as organizações poderiam adotar. A partir dos resultados obtidos, notou-se que o assédio moral ocorre com as mulheres nas organizações públicas no município de Chapecó/Santa Catarina, diante disso, há a necessidade de que as organizações realizem ações que auxiliem o seu combate.
Abstract/Resumen: Over the years and through the contribution of the women and feminist movement women are increasingly present in the labor market. However, in Brazil there are still patriarchal traits in society. Because of this, they may encounter obstacles in organizational environments. However, each type of organization has specific characteristics, and public organizations are known for bureaucracy, overvaluation of power and hierarchical relations. Thus, violence such as bullying can occur with women in this environment, which occurs intentionally and repeatedly and can cause psychological physical damage. In view of the above, the general objective of this research was to analyze the occurrence of moral harassment in the organizational environment with the women who work in the public sector in Chapecó / Santa Catarina. The methodology was structured in two phases of the research: the first, refers to quantitative research and the second to qualitative research, classified as an applied and descriptive research, the methods of research were field and bibliographical. In the first phase the data collection took place with application of questionnaire via Google Docs, with the obtaining of 100 answers. In the second phase, semi-structured interviews were conducted with three women, one from each sphere of the public sector. The data obtained in the first phase of the study were analyzed by quantitative approach and those collected in the second phase were analyzed by the content analysis method. It was verified that of the 100 women respondents, 59% of them and the three interviewees are or have already been victims of moral harassment. The Occupational Moral Harassment Perception Scale, indicated that it is infrequent, the average obtained fits the frequencies "less than once a month" and "at least once a month". Of those who are or have already been victims, 91.5% believe that bullying in the public sector is common. In 66.1% of the cases the perpetrators are "bosses / superiors", in 59.3% it is practiced by men. The Affective Impact Scale showed that there is an average affective impact and 84.7% reported having had health problems. Regarding gender inequality, 74% of all respondents (100) stated that they have experienced negative situations in the public sector because they are women. Of the female victims, 91.5% stated that gender inequality is common in public organizations. In addition, 81.4% of them believe they have the same working conditions as their male counterparts, regarding the conditions of education in relation to the male gender, 91.5% believe they have the same conditions. However, 50.8% believe they do not have the same professional growth conditions as their male counterparts. For 94.9% of victims it is important that public organizations adopt practices to combat gender inequality and bullying. However, 67.8% said they did not identify any actions in the organization in which they operate. Finally, the victims suggested practices that organizations could adopt. Based on the results obtained, it was noted that moral harassment occurs with women in public organizations in the municipality of Chapecó / Santa Catarina, on the face of it, there is a need for organizations to take actions that help their fight.
