Resumo: The presente work has as reference the Popular Educacion in the managemente of Paulo Freire as Municipal Secretary of Educacion in the city of São Paulo in the year 1989 to 1991. The objective is to identify if the ideas of Popular Educacion by Paulo Freire express themselves in front of the Municipal Secretary of Educacion in the city of São Paulo, asking if these ideas are present in his management? Show what it would be the Popular Educacion, the concepcion of a freirean popular educacion, demonstrate the possible challenges and obstacles in building a Popular Educacion in the management of Paulo Freire as secretary of educacion. The methodology to ask this research, bibliographic material, scientific articles, book, thesis, based especially in the theoretical reference of Freirean matrix, the documentary analysis of Municipal Secretary of Educacion, Paulo Freire interviews, interview by video with Ana Maria Saul, using the thesis to approach the memories of the teachers who lived the management and books of Paulo Freire himself. This way, to move concepts of Popular Educacion and the Freirean matrix, to direct our work, for an educacion as practice of freedom, to look especially to the importante documentar corpus in our work. The results are of a management marked by the democratization of spaces, reality transformation, praxis, autonomy, humanization, lovingness, popular participation mark the Municipal Secretary of Education, being the Freire concept of dialogue pervading not only his works, as well as his management, despite the political strife at the schools and the creation of a culture of participation at what the Secretary called democratization of the management, put the popular ones in the school for effective participation.
