Resume: | No mundo, atualmente, são milhões de famintos, ou seja, milhões de pessoas que sofrem orgânica e subjetivamente com a fome. Estima-se que um sexto da população mundial padece de fome, com projeção de aumentar este índice nos próximos anos. A presente dissertação propõe, a partir da linha teórica apresentada, uma reflexão sobre as políticas sociais de combate a fome no Brasil e suas implicações com dois conceitos, subjetividade e cidadania, a partir de um estudo de Estado da Arte, que investiga o banco de teses e dissertações da CAPES a partir do ano 2006 a 2016, ano em que foi feita a primeira avaliação do Programa Fome Zero. Neste estudo resgatamos brevemente o contexto famélico do Brasil a partir do olhar de Josué de Castro e procuramos compreender quais foram os marcos referenciais das políticas de combate a fome no Brasil. Resgatamos a construção do Programa Bolsa Família, como se constituiu e como funciona o PBF. Traçamos algumas críticas levantadas a partir da análise das dissertações e teses e promovemos um percorrido teórico multidisciplinar. |
Abstract: | Currently, there are millions of hungry people in the world, that is, millions of people who suffer organically and subjectively from hunger. It is estimated that one sixth of the world population suffers from hunger, with the projection of increasing this index in the coming years. This dissertation proposes, based on the presented theoretical line, a reflection on social policies to fight hunger in Brazil and its implications with two concepts, subjectivity and citizenship, based on a study of the State of the Art, which investigates the database CAPES theses and dissertations from 2006 to 2016, the year in which the first evaluation of the Zero Hunger Program was made. In this study, we briefly recover the familial context of Brazil from the perspective of Josué de Castro and try to understand what were the benchmarks of policies to combat hunger in Brazil. We rescued the construction of the Family Bag Program, how it was created and how the PBF works. We draw some criticisms raised from the analysis of dissertations and theses and promote a multidisciplinary heoretical course. |
