Transparência da gestão pública nos portais eletrônicos das prefeituras municipais do COREDE Sul/RS

Abstract

The purpose of the present work was to evaluate the transparency in the electronic portals of the prefectures of the municipalities that comprise COREDE Sul/RS through the application of “Escala Brasil Transparente – Avaliação 360º (EBT 360°)” and the “Índice de Transparência da Gestão Pública Municipal (ITGP-M).” The research is classified as descriptive, with a quantity approach. In the collection of data, the electronic portals of the municipalities were analyzed from the EBT 360º, evaluating the active and passive transparency of the portals. As for passive transparency, three requests for information were sent to the sixteen municipalities, of which only two municipalities answered completely. The highest score reached was 9.69, obtained by Santana da Boa Vista and São José do Norte. The lowest score achieved was 5.82, obtained by Rio Grande. Regarding the ITGP-M, the entire population was evaluated and good results were obtained. The highest score was achieved by Rio Grande, 126 points, representing a transparency level of 88.11%, and the lowest was Pedras Altas, 92 points, with a transparency level of 64.34%. Eleven municipalities stood out by obtaining a transparency level above 75%, remaining municipalities reached a level of transparency of 50%. Unlike Costa and Torres (2015), whose highest score was 68 points representing a regular level of transparency. And also by Costa et al. (2016), whose highest level of transparency obtained was 52%. Although the results obtained are good, there’s still points to be observed by those responsible, especially passive transparency, since most requests for information have not been met. Like Santos (2017), only two municipalities responded to all requests for information.
