| Resume: | A busca por melhor remuneração da propriedade fundiária tem provocado expansão horizontal das cidades brasileiras. Neste sentido, a investigação preocupou-se em entender o mercado imobiliário urbano a partir das mudanças na morfologia da cidade, da evolução dos preços e valores do solo e das práticas dos agentes imobiliários, tendo como objetivo geral a construção de um perfil da expansão urbana e da valorização fundiária ocorrida em Erechim/RS, durante o período compreendido entre os anos 2000 e 2020. Metodologicamente, a pesquisa consistiu em um levantamento histórico-comparativo da expansão territorial e do mercado fundiário urbano. O estudo foi baseado em mapas, imagens, legislação municipal, dados e informações referentes à formação do espaço urbano e aos preços praticados pelo mercado fundiário urbano de Erechim obtidos, principalmente, na Prefeitura Municipal, no Arquivo Histórico Municipal e em meio eletrônico. A partir da análise dos diversos elementos, sintetizados em tabelas e ilustrações, percebeu-se a formação de uma cidade expandida, com valorização fundiária evidente na primeira metade do período estudado. As justificativas da ampliação do perímetro urbano giraram em torno da necessidade de obtenção de solo mais barato para a produção habitacional, sobretudo habitação de interesse social, e da especulação imobiliária por parte dos proprietários fundiários e dos produtores dos imóveis. As explicações para o comportamento dos preços e valores vão desde a influência do cenário internacional, passando pelo desempenho geral da economia e pelas políticas de incentivo ao setor imobiliário em nível nacional, até as questões locais envolvendo incentivos e expectativas relativos ao crescimento da cidade. |
| Abstract: | The search for better remuneration of the land ownership has caused horizontal expansion in Brazilian cities. In this sense, the investigation was concerned with understanding the urban real estate market from the changes in the city's morphology, the evolution of prices and land values and the practices of real estate agents. The general objective was to build a profile of urban expansion and the land valuation that took place in Erechim/RS, during the period between 2000 and 2020. Methodologically, the research consisted of a historical-comparative survey of territorial expansion and the urban land market. The study was based on maps, images, municipal legislation, data and information regarding the formation of urban space and prices charged by the urban land market in Erechim, obtained mainly from the City Hall, the Municipal Historical Archive and electronically. From the analysis of the different elements, synthesized in tables and illustrations, it was noticed the formation of an expanded city, with evident land valorization in the first half of the studied period. The justifications for expanding the urban perimeter revolved around the need to obtain cheaper land for housing production, especially social interest housing, and real estate speculation on the part of landowners and property producers. Explanations for the behavior of prices and values range from the influence of the international scenario through the general performance of the economy and the policies to encourage the real estate sector at the national level, to local issues involving incentives and expectations regarding the city's growth. |
