Financiamento da atenção primária em saúde: conhecimentos, percepções e vivências de gestores municipais sobre o Previne Brasil

Abstract

of municipal health managers in the Macroregion of the Great West of Santa Catarina in the face of the new form of financing Primary Health Care (PHC), instituted in the year 2019. The National Primary Care Policy (PNAB) articulated with the principles and attributes of the SUS and APS theoretically based the trajectory of the research, developed with 88 municipal managers or primary care professionals from 47 municipalities in the macro-region of the Great West of Santa Catarina. As a data collection strategy, 03 workshops were held, 1 in each health region comprising the macro-region, in August and September 2022. Data analysis was carried out following the steps of the Thematic Analysis proposed by Minayo: pre-analysis, exploration of the material and treatment of the obtained results and interpretation. From this analysis emerged categories and subcategories that led to the construction of two manuscripts: 1. "Financing of Primary Health Care: knowledge and perceptions of municipal managers about Previne Brasil", which addresses aspects related to the knowledge and perceptions of managers about the model of health financing, with emphasis on the apprehension, by managers, of information about the new model and components of PHC financing and the perception of the strengthening and qualification of PHC based on it; and 2. "Experiences of municipal health managers in the context of Previne Brasil", which presents and discusses the facilities found with the performance of the teams in the face of achieving the performance indicators of Previne Brasil, and the difficulties encountered in achieving this, in this period implementation of the program at the local level. With this study, it was possible to identify the reality of primary care managers and professionals in the development of work in PHC and results that reverberate in funding at this level of care. As part of the research and intervention process, considering the methodology adopted - Convergent Care Research, it is considered that the moments offered an opportunity to exchange experiences, dialogues and reflections on the processes instituted in each municipality, as well as subsidizing changes and advances in the implementation from Previne Brasil. At the same time that it calls managers and professionals to the important debate and provokes reflections on the self-assessment of processes, the study brings subsidies for the reassessment and collective construction of new strategies for the effectiveness of Previne Brasil and, advances in the achievement of results and funding for PHC at the municipal level.
