Políticas públicas para a ressocialização de mulheres privadas de liberdade na 3ª Delegacia Penitenciária (Regional Missões e Noroeste/RS)

Abstract

The present dissertation aims to analyze the public policies of resocialization offered to women deprived of liberty, in the penitentiaries located in the 3rd Penitentiary Police Station - Regional Missões and Noroeste/RS, based in Santo Ângelo. In terms of method, the study is of a qualitative and documentary nature, with content analysis procedures, based on an active search in existing and available databases (CAPES, SUSEPE, INFOPEN, SISDEPEN repositories) considering: legislation, studies, plans, reports and statistical surveys. The academic interlocution of the theoretical matrix is based on the thinking of Michel Foucault, Boaventura de Sousa Santos, Amartya Sen and Joseph Achille Mbembe, transversalized by contributions from the Area of Law and the like. In this sense, it is intended to adopt an interdisciplinary approach, with a focus on the social and educational field, as rehabilitation and inclusion are essential for the socioeconomic development of people and communities. The study seeks to give visibility to public policies of resocialization for women in accordance with what is contained in the Penal Execution Law, Bangkok Rules and documents that aim to guarantee dignity and "re"entry to society. It was concluded that gender inequalities and colonial issues accompany women in situations of deprivation of liberty, with screaming urgencies to create penitentiary establishments exclusively for females, given their biological needs, especially motherhood, as well as the importance of creation of public policies capable of resocializing.
