A implantação da política pública de assistência social nos municípios da Região Celeiro do RS

Abstract

This dissertation proposes to understand the implementation process of the National Policy of Social Assistance in the municipalities of the Celeiro Region, in the State of Rio Grande do Sul, from the promulgation of the Federal Constitution of 1988, based on the study of the trajectories, for an analysis of the normative bases that create and regulate this public policy in the surveyed municipalities; equipment and physical structures and personnel set up to handle the social assistance policy. Based on the principles and categories of the critical dialectical method, this research concentrates its focus on the response given by four municipalities in the Celeiro Region, chosen mainly based on their population size and the level of management of the Unified Social Assistance System (SUAS): Barra do Guarita, Esperança do Sul, Lieutenant Portela and Três Passos. The study begins with the contextualization of the methodological procedures that guided the researcher during the research, as well as the contextualization regarding the sample of participating subjects and the collection and analysis of data, in order to reach the proposed objectives. Next, based on a literature review on topics related to the subject, the basic concepts of what public policies are are presented, moving on to the conception of social policies. It also brings a theoretical reflection on the historical trajectory of social assistance until it became a public policy through the 1988 Federal Constitution. National Social Assistance and other regulations that regulate it. Subsequently, it focuses on the implementation process of the National Social Assistance Policy in the municipalities of the Celeiro region, starting with the presentation of the region and the investigated municipalities, moving on to the empirical study, in which there is an analysis of the implementation process of the Assistance Policy Social Assistance in the aforementioned municipalities, based on the study of the trajectories which are incorporated in the process of constituting the legislation that institute and regulate the management bodies responsible for the Social Assistance Policy, Councils and Municipal Social Assistance Funds, as well as regulation at the municipal level from SUAS. In continuity, the equipment, physical structures and personnel constituted to handle the social assistance policy at the municipal level are presented. The result of this process points out the weaknesses present mainly in the municipality of basic management and the limitations experienced by small municipalities I and II, but also the possibilities of implementing the policy through the creation of structures, the improvement of physical spaces, possibilities that are more viable in larger municipalities.
