Política pública do transporte universitário: um estudo acerca dos impactos dos movimentos pendulares estudantis no município de Ponte Preta - RS

Abstract

This work deals with a field and bibliographical research about the student commuting movements at university level, having as object of study this practice in the municipality of Ponte Preta - RS. The main objective of this study is the analysis of the gratuitous university transport policy implemented by the municipal public authority in the year 2013, seeking reasons that condition the daily commuting migration to obtain the training, as well as the impacts of this movement for the users of the Transportation and to the minicipality. In order to answer such questions, we work with bibliographies focused on commuting movements and university transportation at Federal, State and Municipal levels. Next we bring a brief study about the municipality targeted by our research where we dwell on history, and local geography. With the documentary analysis we constructed a case study about the evolution of the service rendering, as well as the changes in the Laws that govern its execution in the Municipal scope. The field survey turned to a questionnaire answered by users, and interviews with managers. We hypothesize that the practice of pendular migration occurs mainly due to the family residence in the municipality of Ponte Preta - RS, and about the supposed impacts that refer to the maintenance of the migrants in the municipality, thus avoiding the exodus, both rural and urban, Of the training population. From the study, we realized that there is a set of operant reasons that condition the students of the bridge to move daily to other municipalities instead of the residence in the place of study. Among the most important aspects we have family residence, employment and low cost of living when comparing with the city of study and free university transportation.
