Estruturação de políticas públicas de suporte à crianças com autismo: um olhar sobre o contexto e desafios no município de Realeza / PR.

Abstract

This study analyzed the challenges in creating and consolidating a public policy to support children with Autism Spectrum Disorder (ASD) and their families, seeking to identify elements that contribute to strengthening intersectoral actions at the municipal level. The general objective of the study was to understand Autism Spectrum Disorder (ASD) as a public problem in the municipality of Realeza/PR, examining the factors that influenced its visibility, its progress, and the obstacles that conditioned the formulation and implementation of public policies at the municipal level. As an analytical alternative, the Public Policy Cycle was adopted, applied to the case study of the municipality of Realeza/PR. The research is characterized as qualitative, using bibliographic and documentary research to conduct a case study of Realeza/PR. The Public Policy Cycle, proposed by Secchi (2013), constituted the main instrument for analyzing the municipal capacity to respond to the focused public problem. The results indicate that, despite the recent creation and existence of a relevant legal framework—such as the Berenice Piana Law (Law No. 12.764/2012), the Brazilian Inclusion Law (Law No. 13.146/2015), the Romeo Mion Law (Law No. 13.977/2020), the State Code for Persons with ASD in Paraná (Law No. 21.964/2024), and the National Policy for Inclusive Special Education (Decree 12.686/2025)—fragility persists in the effective implementation of these rights in the municipality analyzed. Thus, the study suggests that the creation of a permanent intersectoral center, focused on cooperation between sectors and the continuing education of professionals, could constitute a viable path for the consolidation of a consistent, integrated, and continuous public policy at the local level.
