| Resume: | O presente trabalho tem como objetivo analisar e compreender por que em determinado momento da história de Erechim resolveu-se retirar de circulação indivíduos, privando-os de usufruir dos seus direitos humanos mais básicos. Para isso, buscou-se examinar os discursos médicos-sanitaristas presentes no Jornal A Voz da Serra e nas cartas enviadas pelo Departamento de Higiene Pública ao Hospital São Pedro e a Santa Casa de Misericórdia em Porto Alegre. Ao mesmo tempo procurou-se estabelecer uma relação entre o discurso de modernidade, exclusão e cidade salientando, desta forma, como Erechim, durante as décadas de 1940, 1950 e 1960, possuía um típico desejo de progresso. Destaca-se também a existência de uma Casa de Passagem, confirmando práticas de confinamento e a exclusão das pessoas consideradas loucas (alienadas) naquele espaço. Ademais, procurou-se construir um entrelaçamento entre as noções de modernidade e suas consequentes práticas de exclusão dos indesejados na cidade de Erechim. |
| Abstract: | This study aims to analyze and understand why in certain moment in the history of Erechim/RS/BR, resolved withdraw circulation of individuals, depriving them from enjoying their basic human rights. For this, it sought to examine the discourses present in the medical - sanitary Journal The Voice of the Sierra and in the letters sent by the Department of Public Safety at Hospital São Pedro and Santa Casa de Misericórdia in Porto Alegre/RS/BR. At the same time it tried to establish a relationship between the discourse of modernity, highlighting excl usion and city thus Erechim how, during the 1940s , 1950s and 1960s, ha d a typical desire for progress. Also noteworthy is the existence of a House of Passage, confirming practices of containment and exclusion of people considered mad (alienated) in that space. Moreover, it tried to build an interweaving between the notions of modernity and its attendant practices of exclusion of unwanted city Erechim. |
