Fogo amigo: as disputas internas na Polícia Federal analisadas no contexto do debate sobre a reforma das instituições policiais e da investigação criminal no Brasil

Abstract

The dissertation presents, from a interdisciplinary perspective based at Pierre Boudieu's theory, the contours of the dispute between the main representative entities of federal police: FENAPEF, which represents agents, registrars, forensics analysts, forensic accountants, and the ADPF, representing the Federal Police chiefs. This paper describes the organizational structure of Federal Police and, through a historical narrative, its process of institutionalization. Based on Pierre Bourdieu's field theory, the empirical and ethnobiographic research delineates the power relations existing between the positions that comprise the Federal Police career, being evidenced in the episodes that marked the performance of the union movement and that outlined the antagonism between agents and police chiefs. At another moment, the paper presents the academic debate on proposals for public security and criminal investigation reforms, and demonstrates the discursive strategies through which actors involved in the dispute position themselves in face of the subjects under debate as these actors defend their guidelines in the National Congress.
