Title: Currículo escolar nos planos de gestão de escolas estaduais de Santa Catarina: campos em disputa

Resume: A presente pesquisa, intitulada “Currículo escolar nos Planos de Gestão de escolas estaduais de Santa Catarina: campos em disputa”, está inserida na linha de Políticas Educacionais do Programa de Pós-Graduação em Educação da Universidade Federal da Fronteira Sul – UFFS. A pesquisa tem como problemática central como o currículo está expresso no âmbito dos Planos de Gestão Escolar (PGE) de escolas Estaduais de Santa Catarina. Gestão e currículo são campos em disputa e estão estreitamente relacionados com aspectos econômicos, sociais e culturais. Por isso, é importante compreender os atores e os processos presentes na configuração das políticas educacionais, sobretudo no que se refere à gestão e ao currículo das escolas públicas. Nesse sentido, seguindo a proposta da problemática, o principal objetivo da pesquisa é analisar como o currículo está expresso no âmbito dos Planos de Gestão Escolar de escolas públicas estaduais de Santa Catarina. Além disso, a seleção e as análises dos documentos foram desenvolvidas tendo em vista as características da pesquisa qualitativa e a abordagem metodológica da Análise de Conteúdo. Os 10 Planos de Gestão selecionados estão em vigência nas escolas estaduais de Educação Básica de Santa Catarina, escolhidos pela comunidade no ano de 2015. Os proponentes e representantes dos PGEs, passaram a assumir os cargos de diretores nas escolas a partir de 2016, sendo que a vigência dos Planos é de quatro anos (2016-2019). A relação entre gestão e currículo está articulada na pesquisa por meio da análise dos PGEs e da fundamentação teórica baseada em pesquisadores, estudiosos e autores sobre a temática em estudo, entre os quais podemos destacar: Libâneo (2017, 2016), Libâneo, Oliveira e Toschi (2012), Arroyo (2013), Paro (2003, 2015, 2016), Pacheco (2003, 2005, 2011), Sacristán (1998, 2000, 2013), Apple (1989, 2004, 2011), e Thiesen (2014). As análises dos Planos estão em consonância com o referencial teórico e a literatura selecionada; no entanto, além de apresentar as orientações legais de estruturação e elaboração dos PGEs, também se buscou apresentar os aspectos que operam o currículo de escolas públicas, identificar as concepções e analisar o lugar que o currículo ocupa nos Planos de Gestão Escolar. Por meio das análises, apontamos uma série de aspectos relacionados às questões pedagógicas que operam o currículo das escolas públicas, envolvendo organização da dimensão pedagógica, metas e ações, Projeto Político- Pedagógico (PPP) e planejamento escolar. Os aspectos analisados nos Planos de Gestão Escolar permitiram identificar que o currículo é concebido pelos Planos de Gestão principalmente por dois caminhos, os quais determinam o lugar que este ocupa nos documentos. Ressaltamos que as análises demonstraram concepção de currículo performativo, alinhado a atender e atingir índices e bons resultados em avaliações externas. Nessa perspectiva, o currículo é centralizado para que a escola possa atender as demandas do mercado. Além disso, percebemos a presença marcante de parcerias com empresas e associações no decorrer das dimensões dos Planos de Gestão. Por outro lado, o currículo acaba sendo secundarizado, uma vez que documentos importantes como o PPP e a Proposta Curricular do Estado de Santa Catariana não estão presentes de maneira orientadora e fundante do trabalho escolar. Entre os PGEs, são encontrados apenas retalhos desses documentos, sendo que não há articulação entre diagnóstico, metas e ações. Assim, gestão e currículo se afirmam entre os Planos como campos em disputa, pois estão relacionados e são modificados por ações e por diferentes concepções que determinam os rumos da educação nas escolas públicas.
Abstract: This research, entitled “School curriculum in Management Plans of Santa Catarina public schools: fields in dispute”, is inserted in the Educational Policies line of the Graduate Program in Education of the Federal University of Fronteira Sul – UFFS. The main research problem is how the curriculum is expressed within the scope of the School Management Plans (PGE) of the state public schools of Santa Catarina. Management and curriculum are fields in dispute and are closely related to economic, social and cultural aspects. Therefore, it is important to understand the actors and processes present in the configuration of educational policies, especially regarding the management and curriculum of public schools. In this sense, following the research problem, the research aims to analyze how the curriculum is expressed within the scope of the School Management Plans of the state public schools of Santa Catarina. In addition, the selection and analysis of the documents were developed considering the characteristics of the qualitative research and the methodological approach of Content Analysis. The 10 Management Plans selected are in force in the state schools of Santa Catarina, having been chosen by the community in 2015. The proponents and representatives of the PGEs began their work as principals in the schools in 2016, with the Plans being valid for four years (2016-2019). The relationship between management and curriculum is articulated in the research through the analysis of PGEs and the theoretical framework, based on researchers, scholars and authors on the subject under study, among which we can highlight: Libâneo (2017, 2016), Libâneo, Oliveira and Toschi (2012), Arroyo (2013), Paro (2003, 2015, 2016), Pacheco (2003, 2005, 2011), Sacristán (1998, 2000, 2013), Apple (1989, 2004, 2011), and Thiesen (2014). The analyses of the Plans are in line with the theoretical framework and the selected literature; however, in addition to presenting the legal guidelines for structuring and elaborating the PGEs, we also sought to present the aspects that operate the curriculum of public schools, to identify the concepts and analyze the place that the curriculum occupies in School Management Plans. Through the analyses, we present a series of aspects related to the pedagogical questions that operate the curriculum of public schools, involving the organization of the pedagogical dimension, goals and actions, the PoliticalPedagogical Projects (PPP) and school planning. The aspects analyzed in the School Management Plans allowed us to identify that the curriculum is designed by the Management Plans mainly in two ways, which determine the place that it occupies in the documents. We emphasize that the analyses presented demonstrated the concept of performative curriculum, aligned to meeting and achieving indexes and good results in external evaluations. In this perspective, the curriculum is centralized so that the school can meet market demands. In addition, we noticed the remarkable presence of partnerships with companies and associations throughout the dimensions of the Management Plans. On the other hand, the curriculum ends up being secondary, since important documents such as the PPP and the Santa Catarina State Curriculum Proposal are not present as a guiding and basis for school work. Among the PGEs, only scraps of these documents were found, and there is no articulation between diagnosis, goals and actions. Thus, management and curriculum show themselves among the Plans as fields in dispute, since they are related and modified by actions and different concepts that determine the direction of education in public schools.
