Resume: | O município de Chapecó está inserido no contexto de ocupação dos espaços, sobretudo, a partir do início do século XX com a intensificação da colonização na região, e a gradativa intervenção dos seres humanos na natureza, alterando e desconfigurando a paisagem florestal. O presente trabalho trata das políticas públicas de plantio e de replantio de árvores na cidade de Chapecó, Santa Catarina, durante os anos de 1965 e 1992.O marco temporal inicial deriva da criação do código florestal de 1965 e a criação da Floresta Nacional de Chapecó - FLONA e finaliza em 1992, quatro anos após a criação da constituição de 1988, e o ano da Eco 92, a Conferência das Nações Unidas sobre Meio Ambiente e Desenvolvimento ocorrida no Brasil. O trabalho identifica as medidas tomadas pelos governantes durante esse período para plantar e replantar as árvores na área urbana do município, entre elas, a unidade de conservação, os parques municipais e o plano de arborização da área urbana de Chapecó. Propõe uma análise de como foi realizada a arborização das ruas, praças e parques da cidade através de periódicos jornalísticos que foram publicados entre os anos de 1965 e 1992, e leis e decretos que foram promulgados com objetivo de criação e conservação dos espaços públicos arborizados. Através da análise das fontes jornalísticas e legislação municipal evidenciam-se as políticas municipais para criar espaços e ações para plantar árvores na área urbana de Chapecó. |
Abstract: | The municipality of Chapecó is inserted in the context of occupation of spaces, especially from the beggining of the 20th century, with the intensification of colonization in the region, and the gradual intervention of human beings in nature, altering and distorting the forest landscape. This research deals with the public policies for planting and replanting trees in the city of Chapecó, Santa Catarina, between the years 1965 and 1992. The initial time frame derives from the creation of the forest code in 1965, and the creation of the Chapecó National Forest – FLONA, and ends in 1992, four years after the creation of the Brazilian Constituition of 1988, and the year of Eco 92, the United Nations Conference on Environment and Development held in Brazil. The research identifies the measures taken by the rulers during this period to plant and replant trees in the urban area of the municipality, among them, the conservation unit, municipal parks and afforestation plan in the urban area of Chapecó. It proposes an analysis of how the afforestation of the streets, squares and parks of the city was carried out through journalistic periodicals that were published between the years 1965 and 1992, and laws and decrees that were enacted with the aim of creating and conserving wooded public spaces. Through the analysis of journalistic sources and municipal legislation, municipal policies to create spaces and actions to plant trees in the urban area of Chapecó are highlighted. |
