Título: As representações sociais sobre as políticas de inclusão de estudantes com deficiência na educação superior: um estudo com docentes de uma universidade do sul do Brasil

Resumo: A presente dissertação se vincula à Linha de Pesquisa Conhecimento e Desenvolvimento nos Processos Pedagógicos, do Programa de Pós-Graduação stricto sensu Mestrado em Educação (PPGE) da Universidade Federal da Fronteira Sul, Campus Chapecó. Ao definir a temática da inclusão de estudantes com deficiência na educação superior como foco da investigação, teve-se como objetivo conhecer os conteúdos e a estrutura das representações sociais de professores universitários sobre as políticas de inclusão do estudante com deficiência na educação superior. Como aporte teórico utilizou-se a Teoria das Representações Sociais a partir dos estudos de Serge Moscovici (2001, 2007) na sua articulação com a Teoria do Núcleo Central (ABRIC, 2001). Além disso, relacionou-se o debate com questões propostas pelos estudos sobre educação inclusiva. Como campo para realização do estudo definiu-se a Universidade Federal da Fronteira Sul, Campus Chapecó. Participaram da pesquisa, 86 professores que atuam nos diferentes cursos de graduação, desde o ano de 2010. Como instrumentos de coleta de dados, na primeira fase da pesquisa, utilizou-se um questionário com questões relativas à caracterização dos participantes e questões empregando a Técnica da Associação Livre de Palavras - TALP e, na segunda fase, foram realizadas entrevistas. Para realização da TALP, foram utilizados os seguintes termos indutores: deficiência visual, deficiência auditiva, deficiência física, exclusão e inclusão. O material empírico gerado foi analisado com o auxílio do programa IRAMUTEQ, por meio da análise prototípica, análise de similitude e análise da Classificação Hierárquica Descendente, amparando-se em referenciais da abordagem estrutural das representações sociais. A realização desta pesquisa aponta para resultados significativos quanto aos objetivos propostos. Os resultados da TALP evidenciam que as representações das deficiências visual, auditiva e física, estão centradas na limitação da deficiência em si. Ela é entendida como sinônimo de dificuldades, como algo que impossibilita, atrapalha, prejudica, causa sofrimento, isolamento, dependência e que ainda permanecem alguns estereótipos históricos no imaginário dos professores. Algumas mudanças de entendimento estão em curso, indicando um processo de familiarização com o estudante com deficiência. Em relação à exclusão, ela se encontra fundamentada em aspectos sociais como preconceito, desrespeito, discriminação, injustiça, desigualdade e segregação. A inclusão é vista sob uma perspectiva positiva e compreendida como uma atitude humanitária e justa, alicerçada nos valores éticos de respeito à diferença e ao compromisso com a promoção dos direitos humanos. As entrevistas analisadas possibilitaram verificar a percepção dos professores universitários em relação às políticas de inclusão do estudante com deficiência na educação superior. Eles destacam que as políticas ainda são insuficientes, sua efetivação é precária e o que realmente se faz necessário é construir uma cultura inclusiva. Ressaltam ainda que, apesar de incipientes, as políticas têm provocado algumas reflexões na comunidade universitária para a sensibilização dos direitos das pessoas com deficiência. Contudo, a busca efetiva de soluções que amenizem as dificuldades cotidianas enfrentas por estas pessoas continuam.
Abstract/Resumen: This dissertation is linked with the line of research Knowledge and Development in Pedagogic Processes, from the Postgraduate Program strict sense Master of Education of the Federal University of Fronteira Sul, Campus Chapecó. When was established the issue inclusion of students with disabilities in higher education as the focus of research, we have the objective to know the contents and structure of social representations of university professors on student inclusion policies with disabilities in higher education. As a theoretical framework was used the Theory of Social Representations from studies of Serge Moscovici (2001, 2007) in its relationship with the Central Nucleus Theory (ABRIC, 2001). In addition, the discussed was related with matters posed by the studies on inclusive education. As field to the study was defined the Federal University of Fronteira Sul, Campus Chapecó. Participated in the survey, 86 teachers who work in different undergraduate courses, since 2010. As data collection tools, in the first phase of the research, we used a questionnaire with questions concerning the characterization of the participants and questions using the technique the Free Association of Words and, in the second phase, interviews were conducted. To perform the Free Association of Words, the following inducers terms were used: visual impairment, hearing impairment, physical disability, exclusion and inclusion. The empirical data generated was analyzed using IRAMUTEQ software, through the prototypical analysis, similarity analysis and analysis of the Descending Hierarchical Classification, based on references of structural approach of social representations. This research points to significant results as to the proposed objectives. The results of Free Association of Words show that the representations of visual, hearing and physical disabilities are focused on limiting the disability itself. It is understood as a synonym of inadequacies, as something that makes things impossible, disrupts, injures, causes suffering, isolation, dependency and still remain some historical stereotypes in the minds of teachers. Some changes of understanding are occurring, indicating a familiarization process with the student with disabilities. In relation to exclusion, it is based on social aspects as prejudice, disrespect, discrimination, injustice, inequality and segregation. Inclusion is seen from a positive side and understood as a humanitarian and fair attitude, rooted in the ethical values of respect for differences and commitment to the promotion of human rights. The analyzed interviews made possible to verify the perception of university professors in relation to inclusion policies to the student's with disabilities in higher education. They point out that the policies are still insufficient, its effectiveness is poor and is necessary to build an inclusive culture. They emphasize also that, although incipient, policies have caused some reflections in the university community to raise awareness of the rights of persons with disabilities. However, the effective search for solutions that mitigate the difficulties faced everyday by these people will continue.
