Avaliação do Plano Municipal de Gestão Integrada de Resíduos Sólidos do município de Santo Ângelo/RS

Abstract

The proper management of solid waste is a challenge for Brazilian municipalities. Considering the requirements of the National Policy on Solid Waste (PNRS) established through the Federal Law No. 12.305/2010, an important step in this adequacy is the preparation of the Municipal Plan for Integrated Management of Solid Waste (PMGIRS). Considering the importance of this planning instrument, this study aimed to evaluate the PMGIRS of the municipality of Santo Ângelo, located in the Missões region in the state of Rio Grande do Sul. The methodological steps included a simplified environmental diagnosis of the services performed in the stages of solid waste management, evaluation of environmental impacts and proposal of environmental control measures. The results obtained indicated a compliance of 74% of the minimum content recommended in Article 19 of the PNRS. There is an indication in the PMGIRS that the solid waste is disposed of in the landfill of the Riograndense Waste Valorization Company (CRVR) in Giruá, located in the neighboring municipality of Santo Ângelo. And, as a proposal for improvement, we list environmental education with a focus on reverse logistics, as well as promoting the implementation of consortium or shared solutions with other municipalities, thus providing conditions for municipalities to make the correct disposal of their waste, thus promoting a decrease in spending generated for its management and correct disposal.
