| Resume: | O presente trabalho tem como temática central realizar uma análise das políticas públicas para grupos que sofrem invisibilização do Estado ao decorrer da história, mais especificamente do grupo LGBTQIAP+. A discussão principal parte de um recorte histórico e social da criação, implementação e efetividade de políticas públicas voltadas para a diversidade sexual no Brasil. Para tanto, serão analisados os fatores que levam à inaplicabilidade e invisibilização de tais políticas. Serão explanados teoricamente os conceitos de: saúde, bem-estar, direitos e cidadania. A metodologia adotada foi de cunho qualitativo, com o uso de revisão documental, iniciando-se a partir do ano de 1930 até os dias atuais. As análises envolveram periódicos da CAPES, documentos legais, projetos de políticas públicas e anais das Conferências Nacionais de Gays, Lésbicas, Bissexuais, Travestis e Transexuais, as quais ocorreram no Brasil nos anos de 2008, 2011 e 2016. |
| Abstract: | The present work has as its central theme to carry out an analysis of public policies for groups, which have suffered invisibility from the State throughout history, more specifically the LGBTQIAP+ community. The main discussion departs from a historical and social perspective on the creation, implementation and effectiveness of public policies aimed at sexual diversity in Brazil. Therefore, the factors that lead to the inapplicability and invisibilization of such policies will be analyzed. Theoretically, the concepts of: health, well-being, rights and citizenship will be explained. The adopted methodology was qualitative, with the use of document review, starting from 1930 to the present day. The analyzes involved legal documents, public policy projects and proceedings of the National Conferences of Gays, Lesbians, Bisexuals, Transvestites and Transsexuals, which took place in Brazil in 2008, 2011 and 2016. |
