Gestão democrática: um estudo da atuação do Conselho Municipal de Educação de Coronel Freitas (SC)

Abstract

The dissertation entitled “Democratic Management: A Study of the Performance of the Municipal Education Council of Coronel Freitas (SC)”, is linked to the Research Line in Educational Policies of the Postgraduate Program in Education (PPGE) at the Federal University of Fronteira Sul (UFFS) Chapecó (SC) campus, aims to analyze the extent to which democratic management is considered a relevant element in the activities carried out by the Municipal Education Council (CME). The questions that guided the study were: What are the subjects/themes that appear on the agendas of the Coronel Freitas Municipal Education Council meetings? Is there evidence in the records (ATAS) that the Municipal Education Council dealt with aspects of Democratic Management in its activities/actions? Is it possible to affirm from the study that the Municipal Education Council ensures the materialization of Democratic Management within the scope of municipal education administration? The specific objectives of the research consist of i) identifying the subjects and themes that appear on the agendas of the meetings of the Coronel Freitas Municipal Education Council; ii) verify the presence of evidence in the records (minutes) that indicate whether the Municipal Education Council dedicated itself to aspects of democratic management in its duties; iii) investigate whether the Municipal Education Council is committed to implementing democratic management in the context of municipal education administration. The theoretical framework of our research is composed of authors who stand out in studies on the democratic management of education, among them Bordignon (2009, 2010), Cury (2000, 2007), Lima (2001, 2003, 2012), Gohn (2001, 2007) Libâneo (2012), Paro (1997, 1998, 2001), Petry (2006), Freire (2001, 2006) Sander 2009); Souza (2017). As a procedural method, the content analysis technique Bardin (1979), Moraes (19) was used, with which 217 minutes of the CME from the municipality of Coronel Freitas (SC) from 1996 to 2021 were examined. From the analysis, it can be stated that there is little participation from civil society in presenting demands for the CME agenda, even though the discussion around the PME was one of the successful initiatives. Furthermore, the counselors understand the functions assigned to them, but democratic management still requires significant improvement on the part of the Municipal Education Council in dialogue with civil society, including guiding issues related to the conception and formulation of educational policies within the scope municipal education administration.
