Title: Consensos e silêncio no legislativo municipal: uma análise das atas da Câmara de Vereadores do Município de Chapecó - SC (1969-1976)

Resume: O presente trabalho tem como objetivo analisar o funcionamento da Câmara Municipal de Vereadores de Chapecó, Santa Catarina, entre 1969 e 1976, período marcado pelos efeitos políticos, econômicos e sociais do chamado “milagre econômico” brasileiro. A pesquisa parte de uma perspectiva micro-histórica, compreendendo o espaço local como escala privilegiada para observar dinâmicas políticas específicas do Oeste catarinense e suas possíveis articulações com o contexto nacional da ditadura civil-militar. A abordagem micro-histórica mostra-se fundamental para esta análise, pois permite examinar como processos amplos, como o autoritarismo, o bipartidarismo e o discurso desenvolvimentista, manifestaram-se no cotidiano institucional de Chapecó. Nesse sentido, a investigação concentra-se nas atas da Câmara Municipal de Vereadores, tomadas como fontes centrais para compreender não apenas o funcionamento político local e seus discursos, mas também a lógica presente nas decisões administrativas que orientavam os projetos de desenvolvimento da cidade.
Abstract: This study aims to analyze the functioning of the Municipal Council of Chapecó, Santa Catarina, between 1969 and 1976, a period marked by the political, economic, and social effects of Brazil’s so-called “Economic Miracle.” The research adopts a microhistorical perspective, understanding the local sphere as a privileged scale for observing specific political dynamics in Western Santa Catarina and their possible connections with the national context of the civil-military dictatorship. The microhistorical approach is fundamental to this analysis, as it makes it possible to examine how broader processes, such as authoritarianism, the two-party system, and developmentalist discourse, manifested themselves in the institutional daily life of Chapecó. In this sense, the research focuses on the minutes of the Municipal Council, taken as central sources for understanding not only local political practices and discourses, but also the logic underlying the administrative decisions that guided the city’s development projects.
