O licenciamento ambiental municipal na região do médio Alto Uruguai gaúcho

Abstract

The environmental licensing, by the advent of Complementary Law 140/2011, allows decentralization to the municipal level, once the attributions of other federative entities are observed. This research intends to analyze the environmental licensing processes carried out in the rural areas of the municipalities in the region of the Association of Municipalities of the Production Zone – AMZOP – in the Gaucho Middle Upper Uruguay and their impacts on the environment, presenting data referring to the current situation of municipalization of environmental licensing in the towns of this region. From the methodological point of view, the study followed quantitative and qualitative techniques to obtain data through the evaluation of the towns, directed to the environmental technicians of the municipal public sectors, through a study case. Data were obtained through structured interviews answered by fourteen (14) representatives of municipal environmental agencies by using electronic questionnaires which results were discussed through bibliographic research. Data were obtained show aspects of the development in the study region, the technical training of professionals who work in the management of licensing and environmental inspection. These actions that regulate the administrative processes of the different types of licensing used, main activities licensed in rural areas, advances and challenges faced in the municipal environmental sector. It is concluded that municipal environmental licensing is efficient, while facilitating access to interested parties, however, it still needs a closer look and support from public administrations and other public organizations.
