Conselho Municipal de Educação: trilhas da democracia participativa no município de Palmitos SC

Abstract

The present study is linked to the line of Educational Policies, of the Postgraduate Program in Education (PPGE), of the Federal University of Fronteira Sul (UFFS), Chapecó Campus (SC) and deals with democratic management under the auspices of Municipal Councils of Education (CMEs). The CMEs constitute a time-place that favors the implementation of democratic management within the scope of municipal public education administration. It is understood that among the duties of the Municipal Education Councils is to take care and move so that the democratic management of education takes place. In this sense, participating and ensuring that the population in general participates in the conception-formulation, development and evaluation of educational policy in the municipality is very important. In the study, we defined as the main objective to analyze, based on the records in the minutes, to what extent the Municipal Council of Palmitos SC, (CMEP) operates in relation to the principle of democratic management. The research is based on the following question: to what extent does CMEP operate in relation to the principle of democratic management? The specific objectives focus on: a) Characterizing the normative documents related to the CME; b) Identify the democratic ownership that establishes the CME, when they are implemented in the municipality; c) Describe how CME deliberations are configured; d) Examine how the CME operates in relation to democratic management. The documentary corpus is made up of 120 minutes found in two CMEP minute books. The theoretical-methodological approach of a qualitative approach was guided by the descriptive-analytical epistemological perspective. As a method of procedure, the content analysis technique Bardin (2016) and Moraes (1999) was adopted. The main authors of the theoretical-conceptual field used in the study were: Bordignon (2020), Cury (2002/2004/2006/2011), Gamboa (2007), Lima (2020), Luck (2009), Minayo, (2001), Paro (2016), Richardson (2017), Shiroma (2011) and Saviani (1983). The results point to a worrying reality, as we can consider that the practical actions carried out by CMEP, considering the relationship between its functions and the materialization of democratic management, are still incipient. It was evident that although the CMEP can be situated as a centrality in terms of the process of operationalizing educational policies in the municipality, it still suffers from a greater participation of citizens in the formulation, discussion and monitoring of the implementation of educational policies in the municipality under the aegis of participatory democracy.
